Electronic Medical Records Helps Meeting HIPPA Standards

The body of law known as The Health Insurance Portability and Accountability Act of 1996 Public Law 104-191 fills hundreds of volumes. As you look for ways to increase office efficiency with new software, being certain that you’re using certified products that is compliant is of the utmost importance. HIPPA certification means that the software meets governmental HIPAA standards required for electronic medical records.

The Health Insurance Portability and Accountability Act (HIPAA) contain guidelines and standards to protect an individual’s medical records. Release of their private medical records and other personal health information could prove devastating to the patient. The law holds violators accountable with civil and criminal penalties that can be imposed if they violate a patient’s privacy rights.

To improve the efficiency and effectiveness of the health care system, the Health Insurance Portability and Accountability Act (HIPAA) of 1996, Public Law 104-191, included “Administrative Simplification” provisions that required HHS to adopt national standards for electronic health care transactions. Congress recognized that advances in electronic technology could erode the privacy of health information and incorporated into HIPAA provisions that mandated the adoption of Federal privacy protections for individually identifiable health information.

HHS published a final regulation in the form of the Privacy Rule in December 2000, which became effective on April 14, 2001. This Rule set national standards for the protection of health information, as applied to the three types of covered entities.

Health plans, health care clearinghouses, and health care providers who conduct certain health care transactions electronically. These standards protect and guard against the misuse of “individually” identifiable health information. In a sense medical records should be blind, having no individual names but the use of codes. Failure to implement these standards in a timely fashion may, under certain circumstances, trigger the imposition of civil or criminal penalties.

Secretary Tommy Thompson called for an additional opportunity for public comment on the Privacy Rule to ensure that the Privacy Rule achieves its intended purpose without adversely affecting the quality of, or creating new barriers to, patient care. After careful consideration modifications to the Rule, to improve workability and avoid unintended consequences that could have impeded patient access to delivery of quality health care.

The Privacy Rule establishes, for the first time, a foundation of Federal protections for the privacy of protected health information. The Rule does not replace Federal, State, or other law that grants individuals even greater privacy protections, and covered entities are free to retain or adopt more protective policies or practices.

Open source software is an increasing presence in the information technology community. Although it has been around for decades, the reduced costs and improved product support and innovation has helped it develop a strong following amongst individual users and businesses in a market traditionally dominated by software giants like Microsoft. With little to no investment capital required to pay for licensing and patent costs, companies can spend the money on customization, support, and other business expenses.

Basic start-up programs for companies interested in open-source material include the software cluster LAMP. LAMP is an acronym standing for Linux, Apache, MySQL, and PHP. Linux is a basic operating system, similar to Windows. Apache is a web server, MySQL is a database server, and PHP is a programming language. The combination of these technologies creates a web infrastructure, defines a developing paradigm, and establishes a software distribution package. Although not originally developed to be packaged together, their purposes complement and enhance functioning, creating a software solution stack.

Many companies begin using open source software on the internet side of their business, where a number of industrial strength products that have existed for years such as the LAMP stack. Apache is the most popular web server in use today. MySQL competes favorably with expensive, commercial database alternatives. PHP, or sometimes Perl or Python (all open source), function as programming languages for web development. In addition, Java-based websites can use JBoss, a Java application server. Other open source solutions frequently used by end-user organizations include desktop products, directly usable without any programming necessary. Mozilla Firefox, a web browser, and Sun’s OpenOffice office productivity suite are used in some governmental agencies and corporations as an alternative to Microsoft Office products.

Although some companies have replaced their Windows operating system with Linux, the commercial product continues to dominate the operating system market. User friendly spin-offs of Linux such as LinSpire have failed to break Microsoft’s grasp. Concerns about Linux use include user training and costs, as well as the predominance of software developed for compliance with Windows. Most programs are not developed for Linux conformity until later, after Windows development, if they are developed at all.

Open source is an emerging presence. With the current economic recession, it provides businesses a way to operate more efficiently and for less money, creating bigger profits and cheaper products available to the consumer. Optimizing Your PC’s System Configuration For Free Performance

Are you on the never ending quest for more performance? Well if you’re a gamer or just playing nuts about PC optimization this article will put you in good sted because I’m going show you one of the best and not to mention easiest ways to squeeze some extra performance from your beloved PC.

So what is the System Configuration? Well it serves more than one function so it’s quite hard to narrow down. But one of the main functions is where you can have easy access to all your programs running on Windows. But like I said, the System Configuration does give you access to other options as well.

So you know a little about the System Configuration, lets start tuning it up for faster PC performance.

First of all you want to go to Start or the Start orb for Vista owners and type “MSconfig” This will bring up the System Configuration panel.

From the System Configuration you’ll want to start on the General tab and make sure that you have “Selective startup” Selected. This will give you full control and allow you to tinker to your heart’s content.

Once you’ve done that you’ll want to go to the “Startup” tab. What the startup tab shows is all the third party programs that automatically start running when you boot up your PC. So simply untick the ones you don’t want running in the background at start up and this will free up more of your PC’s resources like the CPU and Ram to focus on the programs that matter to you.

You can turn them all off for best performance but I would recommend keeping your anti virus running to protect your PC. And if you’ve got an third party fire wall I would recommend to keep that running as well. But everything else can get the chop.

Once you’ve done that click “Apply” and move on to the “Services” tab.

The Services section works in the same way as the “Startup” tab but this is where all your Windows programs are running. Now I wouldn’t recommend turning them off in the System Configuration as it’s better to turn them off in another section of Windows.

So instead go to the bottom of the panel and tick the “Hide all Microsoft services” This will hide all the Microsoft services and leave the third party programs. Once again I would recommend turning everything of barring your anti virus and click apply.

Now moving on to the “Boot” tab. You want to look for the “No GUI boot” and tick it. What does GUI stand for? I haven’t got the foggiest but what I do know is when you turn it on it deactivates the Windows loading screen when your booting up your PC. What this does is give you a slightly faster boot times. It’s nothing recording braking but if your PC is taking ages to boot up I guess ever second counts eh.

The next thing you want to do within the “Boot” tab is click on the “Advanced options…” A new Window will open and from in there you want to tick the “Number of processor” box. This will allow you to select the number of cores you want your PC to boot up with. For example if you’ve got a duel core you would select 2 but if you’ve got a quad core CPU you would select 4 and so on.

What this does is tells you computer how many CPUs to use when booting so instead of booting up using one core, your PC will now boot up using the maximum amount of CPU cores which will result in quicker boot times again. Once you made the changes click “OK”

That’s how to optimize the System Configuration. Hopefully you should notice that your PC is more responsive, less laggy and should boot up quicker. Not bad for 5 minutes work eh.

Designing Custom User Controls in C#

C#.Net comes with a variety of useful controls: buttons, textboxes, checkboxes, treeviews, forms, etc. But perhaps the most important fact is that C# allows programmers to expand upon its control base with custom controls.

Custom controls are created in the simplest way by selecting “Add New Item…” under the Project menu and selecting a new User Control.

A brand-new user control will be very similar to a Windows Form. A closer look at the class shows however that instead of inheriting from the Forms class it inherits Forms.UserControl, which is in essence just a specialized type of Windows Form.

When writing the C# custom control there are several aspects to consider, two of the most important being drawing and events.

Drawing

The user control, like a normal Windows Form, can draw itself with either a Paint event, or an override of the OnPaint function. Either way, both have the object “e” which can reference the user control’s Graphics object.

“e.Graphics” allows the programmer access to all the GDI+ drawing functions that the custom control will display.

A tip when using the Graphics object is to set the SmoothingMode property to AntiAlias. AntiAlias makes edges look smoother and thus makes the control look a lot more professional. However if for any reason you need to draw out sharp-edged shapes, change the SmoothingMode back to HighSpeed.

To keep the custom control from flickering every time it refreshes, add the following line on the constructor:

this.DoubleBuffered = true;

That way the .Net Framework will take care of the double buffering to ensure smooth flicker-free drawing.

Events

The second major aspect to consider is events. As far as user interaction with the user control goes, the UserControl class inherits all the Windows Forms events one is used to, including Load, MouseClick, KeyDown, etc.

Using those built-in events makes handling user interaction with the custom control a breeze. A tip to remember is that the Load event comes after the user control’s size will have been set on the parent Form. That is an important fact to remember when you are adjusting drawing surfaces. (In other words, set the sizes of drawing surfaces during the Load event).

For more advanced functionality one needs to create custom events. Custom events will allow future programmers who use your custom control to be able work with it effortlessly. For example, if the custom control is in essence a slider. An event that triggers when the value of the slider changes would make the control more professional and easier to use.

To use custom events first declare the delegate:

public delegate void MyValueChangedDelegate();

From there you can use the delegate to declare the custom event:

public event MyValueChangedDelegate MyValueChanged;

Now, to finish the custom event integration, the user control needs to call MyValueChanged() when it changes the example value internally.

There are countless examples of good and bad C# user controls on the internet. I recommend you look around and find different examples to get a feel of how the controls are structured and their usability handled.

Which OS To Get For The Asus eee pc

As of the mid April the Asus eee Pc is available with Windows XP and the new Asus eee 900 PC will aso be available with Windows or linux. This raises a new question for the average Asus eee PC shopper. Should I buy the Asus eee PC with Windows XP or with Xandros?

I prefer Xandros especially in the new Asus eee 900 PC for several reasons. The Asus eee PC is my second computer and is only used for light word processing, surfing the web and iming friends. While XP has some advantages such ease of installing software and installation of peripherals. For the average Asus eee PC user the gains are minimal.

In the case of the new Asus eee pc 900 the Windows XP version only gets 12gb of hard drive space while the Linux version gets 20gb. That ease of installing software becomes a moot point because the linux eee has more room for the software. This is to keep the added cost of Windows XP down. However, if you plan on installing new software on the Asus eee PC and do not want to be bothered with learning Linux installation methods then your best bet is Windows XP.

Laptop Magazine reviewed the Asus eee PC 4g-x (x stands for the pre-installed Windows XP version) they favored Windows XP only because how supported Windows Xp is. They also said:

“But like many people, I spend so much time in a Web browser that in the end I didn’t even realize I was working in a Windows operating system.”
